100 unit scheme gains Outline Consent
Kay Elliott’s design for 100 sustainable homes, including affordable, granted Planning Consent
Kay Elliott’s concept masterplan, granted Outline Consent, has been developed in accordance with the principles of Good Urban Design, set out in By Design and Better Places to Live (CABE & DTLR 2001). The current design and layout seeks to create a development with a strong sense of place, capable of achieving a high standard in the CABE-HBF Building for Life. The proposals are for 100 residential units; forming a cohesive extension to existing development of lower Hookhills and Three Beaches. A wide mix of tenure, including 30% for social housing. A range of house types and a selection of apartments will ensure accommodation is available for a wide range of the residents.
The density is broadly comparable to adjacent development, increasing (by the inclusion of terraced properties) towards the centre of the site. Approximate site density is 38dph including an area of dense tree cover adjacent to Goodrington Road (SHLAA suggested density is 39.8dph for Marine park).
The existing urban fabric is continued with the extension of the street scene of Grange Road. Perimeter block development with overlooked parking courts and back-to-back gardens ensures a good separation of public/private space and allows high levels of passive surveillance. Careful orientation ensures the majority of gardens benefit from a southerly aspect. The existing open space will be bordered by a new green lane and detached and semi-detached accommodation – making the most of the views over Torbay.
Reflecting adjacent development, dwellings are predominantly two storey, with the exception of properties along the southwestern bank, which will be 2/3 storey to accommodate the level change. This follows the typology of many of the neighbouring properties in Goodrington Road and Grange Avenue. Corner apartments could increase to three storeys, creating feature properties which assist legibility and raising site density.
