Torbay Council embarked on a £21 million regeneration of Torquay’s waterfront. Kay Elliott designed the 45m moving footbridge to provide a striking visual focus and create an important link between the Old Fish Quay and South Pier.

Kay Elliott, working with Atkins as engineer, designed the new footbridge across the Inner Harbour entrance. The result is a stunning centre-piece which emphasises the distinction between the harbour and the open sea, whilst providing all important pedestrian access within the Torquay Harbour Conservation Area.

Improved access was essential to support other improvements being undertaken by Kay Elliott, which included a new pub, multistory car park, business units, Harbour Master’s office, the Living Coasts coastal zoo, and the major refurbishment and change of use of the Grade II listed Pavilion.

To accommodate the passage of boats, the 45m long multi-span bridge has a 10m opening section. The regeneration of the Pavilion helped Kay Elliott to win its first environmental award, back in 1989, and for Living Coasts Kay Elliott were proud to receive an RIBA Town and Country Design Award in 2004.
